1 How can I identify if an issue is with my ISP or the target service?

If the majority of platforms show low, green ping while a specific platform (e.g. Steam or Netflix) shows high latency or timeout, the problem lies with that platform servers or routing, not your connection. If all platforms simultaneously show high ping or failure, your local Wi-Fi or ISP is experiencing congestion.
